T17 Mod - Reduced Mana Recovery from Leech Prevents Mana Regen

My character was unable to recover any mana when entering a T17 map, despite the map having no modifiers that explicitly affect mana regeneration. There was, however, a modifier that reduced % maximum total life, mana, and energy shield recovery from leech. I don't think this modifier should affect regular mana regen, but it seems several other players have also encountered this issue with this specific modifier in the past.



I was only able to regenerate mana after respeccing passive points to get Leech Mastery.
