Idol overpercentaging

currently from my understanding, overpercentaging certain modifiers on idols doesnt make a difference, right?

Like i have a "250% chance for maps to contain an additional harbinger" has the same function as "100% chance for maps to contain an additional harbinger" right?

With this modifier i only encountered 1 harbinger for several maps, so i assume that is the behaviour.

I would love for idols to be able to do "overpercentaging" and make it possible to have more than one,

so:
100% == 1 harbinger per map
150% = 1 harbinger and 50% chance for 2 harbingers
etc.

This is something that also happened with other mechanics with the atlas tree, where you could overpercentage but not have additional mechanics (like blight etc.)

I think for phrecia it would be quite fun to be able to have multiples of the same mechanics via overpercentaging.
