Yeah this is definitely bugged pretty hard.

The first part of the bug seems to be that the duration listed on the skill gem doesn't match the time value when you expand the details. On my level 14 gem, the gem description says "10.7 second duration between blessings" but when I expand the details of the skill it says 17.44 seconds. I timed it and the skill is refreshing about every 17 seconds.

The second part of the bug is the weapon swap. Each time you swap your weapon it seems to reset the timer and decelerate the refresh. If you swap weapons frequently it can get excruciatingly slow. Just going back and forth a handful of times now in my hideout and I timed over 100 seconds before the blessing finally occurred.
