WHERE ARE THE CRISIS FRAGMENTS

It's never taken me long to find the citadels in any league before. This league, I've done a few hundred maps now and nothing. I just had to give in and spend a few Div to buy them. I've never seen them so overpriced. Worse is beating arbiter is tied to upgrading your tablets. You need to improve the spawn rate! I've spent days now trying to find them!
