I found a way to fix it using just one extra working gem (no matter what ability).
1. Open the broken gem's ability details
2. While the details window is open, drag the working gem to the broken one's slot.
3. Now drag the broken gem there again.
4. Activate all the checkboxes for the weapon sets I and II.

Let me Guess you use weapon sets, and 1 of sets includes more attributes, becuase yours second set don't have required attributes it can't use it so it not showing up.
Not a game, but the player.

No it is an actual bug if it was because of attributes the skill tree would say it was an issue

This doesn't help when you only want it to be in weapon set 2. As it only works when you have it in both sets but as soon as you deactivate 1 it removes from bars again and information is gone again.

No it is an actual bug if it was because of attributes the skill tree would say it was an issue
Nope it doesn't say it's issue, also skilltree do not say if you have not enough attributes for skills only gear.
Only thing that should show is "skills window" that attributes ain't met, but they don't, as soon as attributes are fixed there are no issues with no information.
Because you play with Set 1 and ocasionally swap to Set 2 and than swap to set 1 with main skill you won't see issue while your gear/skill tree can't support your demand of higher attribute requirements.
This issue is only if certain skill is assigned to certain off Set that you don't wield generally and don't have enough attributes.
