Warcry buff effect in PoE 2

What constitutes warcry buff effect in PoE2 ? Like for infernal cry, what part is effected by the increased buff effect we can find on jewels ?

Nothing changes in the tooltip when I equip a jewel with buff effect.

In PoE1 the buff portion was specifically explained and it didn't apply to effects applying to exerts.

Warcries don't provide buffs in PoE2. That jewel prefix shouldn't be in the game.
