Was using Killing Palm and now its GREYED OUT

How do I Fixed this? I was using it fine til level 14 and i upgraded a gem and now the skill is grey and will not work.

For example, if you add a support gem that requires 10 Dex, then you swap out some gear and end up with less than 10 Dex, your skill is now not usable unless you remove that support gem
