Echoing Frost/Flames and Thunder doesn't stack?

Hi, i am running a triple element ranger for my pathfinder. I was testing out a certain build that uses Echoing Frost/Flames and Thunder on the passive tree. Based on the description written, it says "30% increased elemental damage if you have chill/shock/ignite recently". So logically the damage should increase by 90% if i manage to apply all 3 ailment at the same time. Unfortunately in the numbers shown in the skill panel did not match. Instead it was just a 30% increased damage regardless how many ailment you applied. I believe this is a bug, please help to look into it. :)
