This is one of the biggest issues with the game so far.
I also don't understand why upscaling do nothing in complex scenes? With or without it the performance sits around 30FPS in this case. All of this is PS5 Pro (most capable new console on the market) 30FPS in the Caravan town with PSSR and Ultra Performance set: Same 30FPS if I turn off upscaling and allow pure 4K: 26FPS in the complex fighting scene in the Dreadnought with PSSR: |

While watching the performance graph while in low fps areas it's clearly a CPU bottleneck issue. The CPU bar is almost leaving the graph altogether :)
Since it's a CPU bottleneck, turning down graphics would not make any difference. Turning everything up would actually work better to reliev stress from the CPU. Also the taring happens when my FPS drops under 60 (in my case my TV only supports 60hz). I believe this could be helped with adding VSync option in the graphics settings on console. I have no idea if they have set VSync, Adaptive VSync or no Sync at all. It's just a guesstimate on my part. Also not sure if VSync even would help when the fps drops under 60, Can't really remember as I haven't run anything the past 10+ years on PC without Freesync/G-Sync. So all in all, I may be onto something, or I may be way off :) Either way, cheers! If at first you don't succeed, destroy all evidence of failure... Yes, of course it is a CPU limit. You just need to reduce the number of other players displayed and the problem would be solved.
