There's a post on protondb that claims that this only happens on non-stereo (surround) audio outputs. I've stopped playing the game due to this issue, but for anyone who wants to test:

This has started happening in PoE 1 now as well with 3.26.0 when the Secrets of the Atlas video started playing in the queue.

It was fixed for me (at least for the last few hours) after changing my HDMI Sound Output from 7.1 to 5.1 in Gnome. I have a 7.2 AVR receiver with 5.0 speakers connected. Sound subsystem is pipewire/wireplumber on Gnome/Wayland. Maybe it helps someone.
