Seismic Cry only counts enemies that are heavy stunned to calculate its Power, and Raging Cry grants Rage based on the Power of the enemies affected by the Warcry, so is it possible you're trying to gain Rage off of enemies that aren't heavy stunned using Seismic Cry? This wouldn't work. You'd either need to use Infernal Cry which counts all enemies, or you'd need to heavy stun enemies first so that Seismic Cry can count their Power.

Yeah i think it does work as intended, it just only counts power for heavily stunned enemies. Which is so much worse, because it means you can't cry and then slam, but you have to slam, and then cry and slam again if they didn't die. Which is so slow.
