Is it only one key for exceeding $480, or one key for every $480 of purchases? i.e. extra keys at $960, $1440, etc.

Is there a deadline after which purchases don't count? For example, if someone is at $475 right now, could they purchase a $5 pack after Early Access starts to get a key?

When will be the game available for install? The day of EA or earlier?

I've spent way more than $500 on my account, and don't have POE2 beta access. Is this a bug?

They did say they would be sending out keys starting on post day maybe they have not gotten to your account. I'm on the same spot too spent 490$ and no key yet. Worst scenario is wait for early access to lunch and then send them a ticket if no access by then.
