Obviously something went wrong, because he played it at that resolution before the patch. That's the very first thing he said; kind of hard to miss. That also means that his system is capable of playing at that resolution.
I don't get the point of your post since everything in it is incorrect.

Portals do not have any time limit, however they disappear when the instances (area) they are connected to are reset/cleared on the server. The time limit is more likely to be 8 minutes (Tidal Island) and on areas with multiple exits (Mud Flats) the limit is uped to 15.
