Not just that but look at how long it takes. Look at who and what can speed run. You can't hardly find a Marauder anymore in any logged speed run. Alkizer or maybe Havoc may have one every now and then, but their times are always nearly 20% longer and that's just in the campaign. When you look at end game content it goes much longer and the gap explodes. There ends up only being 1 or 2 builds/players that get somewhat close. What's sad is seeing the best melee player getting passed up by people who were 2 days behind him because melee just can't boss as early due to high investment needs.

I'm not the best player at this game as I insist playing melee every league. I usually lose interest by yellow map progress and die a few times in SSFHC.

That said, your understanding of heavy strike on Hillock is not correct.

Melee are meant to circle like ranged do. Just closer. Check the animations of Hillock and make sure you are moving when he's attacking and attacking when he's not moving. Circle close, tap him once, if stunned then tap him twice. That's it.

I probably spend too much time on the beach to know this :D but it's true of many bosses including the guy in tidal island. The game becomes pure BS on melee builds much later in the game ofc with silly one shots unless you spend 90% of your build points on defense.
