This isn't some accident. The steps you have to follow are very intentional. Also people with multiple items like that are obviously not 'accidentally' doing this.

Steps are not intentional. Just use beast craft on item and thats all

It doesnt matter how many bugged items exist in game, even on league. GGG just need fix ability to obtain them coz its game glitch (non game breaking btw, but still)
Its PvE game, not PvP, non ladder, thouse items for personal use. How can these items harm anyone other than their own desire to have these items?
Ye ofc it can break league economy, but economy already dead because non-tested patch and fixes after patch.
