Back To Basics can help - it can give huge pack size, which I think is all that matters. Quant and rarity I dont think impact it. This seems to more than make up for the lack of other content in terms of map drops.

Scarabs for more map drops obviously help.

I have all +Map Tier and as soon as I ran out of the 50% more map drop scarab, I basically am breaking even on T15/T16 maps.

So, sustain doesnt feel great.

I am not sure why map drops are even a thing, I mean if you are sustaining you can ignore it, and if you arent sustaining it just feels terrible to go back in Tiers.
