Just stumbled upon this issue as well. I am on a totally fresh install of windows, installed PoE just now for the Phrecia event and got a crash. Here is the eventviewer log:

Can you open the client log (steamapps/common/Path of Exile/logs/Client) and check the latest entry? I'm getting a "Failed to decompress" error which I've never gotten before.
Also just bluescreened while fightning brutus in a6. Memory error. Ran all memory checks without issues. Underlying cause according to dmp was failed "Memory compression"
Same problem here with the KERNELBASE.dll =P
Was hopping to play the event because I'm not playing PoE2 and this happened...
Did everything possible to try and fix it, but nothing, game still crashes after the cogs animation or sometimes it doesn't even play the animation.
Following the thread so hopefully somebody find a fix before the end of the event =X

I've got the same gpu and cpu as you (i7 13700k, 4070ti) and was having the exact same crashes, it was consistent. What's fixed for me is updating my motherboard BIOS, apparently this series of cpu has issues which cause these crashes which is fixed in a bios update. obv your mileage may vary and ill try to remember to update if i get the same crashes again but ive been playing for about 10 hours since i updated bios and havent had this crash again (other crashes but i think thats a poe thing, completely different crashing. event viewer doesnt show anything and its a hang rather than a quick crash)

have a google for how to update bios, and get the updated bios for your motherboard (easy way to see which motherboard you have is windows + r -> msinfo32)

hope this fixes it for people
