of course not... but I don't care I can't stand the design of waycrys. Needing to stop dead in your tracks to BE ABLE TO YELL or take a Keystone to be able to DO ONE YELL WHILE MOVING is among the many many reasons why Melee in POE is so trash tier.
Hell maybe the problem with POE melee is that all the warriors are too stupid to be able to walk and chew bubblegum (or use their vocal chords) at the same time.
Pandering to players who don't want consequences for their mistakes is a perfect description of what went fundamentally wrong with D3 and 4.
If they wanted mindless mobile game time waster gameplay they sure did make some perplexing choices and marketing statements for 6 fucking years.

the default should be they don't exert and you spend a passive to make them exert, i'm convinced its backwards and they still haven't noticed/bothered to fix it.

The more I think about it the more I think its just pointless to provide melee feedback.
On this specific topic though, there is an instance where its useful to have travel skills exerted and I utilized it this league. If you're playing self chill with echoes of creation.
Maybe if ggg knows its useful in 1 niche way they will remove it.

As I said in the post you quoted, just running is faster than traversal with a movement skill. Flame dash etc are for dodging attacks and crossing barriers, and flame dash is INSTANT if you aren't spamming it consecutively. So no, it doesn't have a long cast time for attack builds, it has literally no cast time.

But we do use it consecutively in maps. Using it 3 times and take a rest, it's clunky. And its long cast time make it slow to "travel through a map".
