You can theoretically replicate this concept using incubators but that will give you a total variable and not mob type specific. This thread is to suggest them to unlock specifically the counting mechanism so that it's not tied just to the map device, so that it can be used with other map devices as long as someone has the core part requirement. Yeah they could definitely do that but I think it was part of the selling point for the core packs so I don't see them separating it as an individual MTX.
