i think i'm misunderstanding you are you saying sc league players are less than 1% of the active playerbase? it's hard to believe some one would actually say that seriously so i hope you wouldn't mind explaining better what you meant

More than 99.8% of the player base is in Softcore League Variant or Standard (15%). Really its more than 99.9% don't play any variant of Hardcore or Ruthless.

I have seen no evidence that different game modes (any) require different servers. They now have a private league feature also. Anybody can (for little money) make a private league. If private leagues would require different servers they wouldnt be able to offer this at low cost.
And my guess is that likely they do what "everybody else" is doing - running things on virtual machines. This doesnt require different (hardware part) servers for anything.

just because the majority of the players play sc trade in leagues it doesn't mean that people don't want to play ssf or hc in these events

GGG can't alpha test the 50% death penalty for PoE2 in HC.
tough times to be part of the minority of hc enjoyer I suppose, but GGG can't do things right to everyone during intense testing.
