3.21.2 Patch Notes (part 2 - restart)

hello, i have very long load screens after the recent patches. Sometimes can take up to 20 seconds waiting in load screen!
anyone knows a fix? before the patch i had 1 second screen load time. now i have like 10-20 seconds |

I confirm long loading what is happening with textures in other games works smoothly on max settings something was messed up in the last update

unnecessary and poorly rendered poe2 particle effects caused fps to drop from 144 locked to ~50
