Confused.. For my life reservation i can't get the gems to drop below 33.33% and it looks like we need them to be 32.89% any ideas on what im missing?

How exactly does this build work without vortex, im testing it and so far the single target damage is really bad but it clears really great though, has anyone found a good alternative? Cheers.
