there are breakepoint in CD recovery for all triggered actions. They are different for spellslinger and coc, cospri, mjolner, pp. What you want to do is look at the break points (for mjolner its 6.06 for 0% CDR, 7.57 with 14+% CDR, 10.1 with 52+% CDR) and match the attack speed of your cyclone to this number.

The closer you get to the breakpoint the bigger DPS you get. So if you have 14% on your belt, you have to aim to have 7.57 attacks per second on your cyclone or anyhing as close as possible to it.

If you get 7.58, you will loose DPS becouse u r over the breakpoint and yuou r skiping procs. So just stay as close to the next breakpoint without going over.

In this build you can pump your APS with attack speed corrupt on Mjolner, attack speed on jewels or equipment, some on the tree, onslaught from silver flask. For no inc CDR you can get up to 21 % on 2 or 3 jewels and you dont need silver to be at +- 6.04 APS.
Im afraid that with your belt, you will have to rely on onslaught or maybe attack speed corrupt on mjol could do the trick
