Seems as if this skill is bugged, or an undocumented change was done:
Before when the player character who has Voltaxic Burst stacks up dies, the spell still triggers explosions when the buff expires even after death. Now when the player character is dead the stacks no longer remain and you get no explosions after death. Some Standard-exclusive Core changes would be nice actually to 'revitalize' it.
