Without any duration mods, just base skill info:
Withering step: 3 sec + 3 sec cooldown
Divergent Lifetap: 4 sec base + 2 sec from quality

With Duration mods we have from the tree:

Withering step: 5 sec + 3 sec cooldown
Divergent Lifetap: 10 sec

In the game it actually feels little different.
It feel that there is a short downtime, but less than 1 second.

So I would say something like ~95% uptime.

If you want true 100%, you can use any skill before WS ends and it will trigger the cooldown earlier... But I don't see a real reason to bother.

There is both a written guide and a link to a video guide in the first post. Did you check those?

Is there a reason so many are using thicket bow base? I snagged a Grove bow for pretty cheap which has a lower dex requirement. Thought maybe short bow would be best for crafting end game bow.

I don't think there any real reason to go with thicket over any other bow type. APS is somewhat important but you could also go with reflex bow instead of grove. 6% move speed for 8 more dex requirement seems nice.

I was masochistic and went with a Maraketh bow for the 10 move speed.

Cant run all auras and cursed
Can use only Despair,malvo,purity of elements,defiance baner.
Cant use aspect of spider
Some1 can look my tree and gear PLS

I believe its due to the fact that Neversink's filter hides short and grove bows by default and there are very few on trade.

Not worth it.
For 10-15c you can get a jewel with life and dot multi and put it in your cluster and it will give similar damage, but with more life.
