The Redeemer 4% aura mod scales with your %aura effect.
This let's say you have 15auras with 300%, that mod is 240% inc dmg to your minions.
I was given this idea of the bow by Valk_d
The base doesn't need that enchant, instead of avian just get the multi mod craft.
It's a bit difficult to craft though be ready to invest about 30ex~70ex or more depending on your luck.
How to craft, Short version:
Spoiler
Fossil on +1dex and 4%redeemer
Survive annuls
Force on +1 socketed prefix
Bench the rest
How to craft, Long version:

Get a base, preferbably with movement speed implicit and make sure your dex can support it. Make sure the base has enough ilvl to roll 4% Redeemer mod.
Buy one with Redeemer influence or redeemer exalt slam it to give it the influence.
Slam fossil combo
Bound + Atheric + Facet
Slam till you get these two suffix mods
+1 dex
4% Redeemer mod.
(According craft of exile this takes 24 tries for 63% chance to get)
Now if it has an open suffix and open prefix, congrats it's basically done.
If not, then you gotta annul. And if you accidentally annuled off either the +1 dex or 4% then it's back to rolling the fossils.
With both open prefix and suffix, next step is to force on the +1 prefix.
If one of the two prefix left is the +1 to all socketed mod, then read the spoiler below. If not just skip spoiler.
Spoiler
Bench suffix cannot be changed, then annul.
Possible outcomes:
1) annuled off bench craft, then bench suffix cannot be changed and try again.
2) annuled off the other random prefix mod, congrats now bench +2 and 8% quality and you are done.
3) annuled off the +1, time to move onto forcing it on.
If you looked at POEdb, you will realize a Redeemer bow will only have 3 prefixes that are not attack mods and this includes the +1 to all socketed gems.
So simply whipe the prefix clean by crafting suffix cannot be changed then scour. This will keep the +1 dex and 4% mod while deleting all the prefix and also the bench craft.
Now craft cannot roll attacks and exalt slam. Chances of getting the +1 is about 30%
If you failed to get it, repeat the process of whiping the prefix and try again.
After you force on the +1 rest is simply benching on multi mod, +2, 8%

So I've run about 70 Red Einhar maps and have yet to get a Saqawine Rhex to spawn so I can add aspect of the avian to my ammy.
Am I doing something wrong here?

You don't really have a lot of options here.
It's missing a prefix ES roll.
Blocking the suffix and exalt slamming it for the their prefix seems like the only way but it will most likely kill the chest.
Maybe the suffix quality bench craft would make it have a little higher ES?
Or just simple craft on an aspect in the suffix and be happy with it.
Also about if a T2 %aura is enough, it depends on each build and what number you are trying to achieve.
If a T1 %aura effect isn't enough to reach a breaking point then that will be enough for you.
To test this simply use POB or try wearing it on your character and look at your stats
