Suggested Pantheons for this build are soul of the brine king and soul of Shakari.

as for colld snap and hextouch those you can level as much as your stats can handle pretty much, cold snap is used woth hextouch to curse but also to get Frenzy charges, im even using Vaal Cold Snap to have it an aura around me when just running around,

if you checking his profile he swapped to Cloak of Defiance to get more sockets to change it around but thats for sareth to answer, im at level 83 and still havent found any use for now to pick Sigil of power up, i have the alternative version that gives shock chance when standing inside the sigil waiting til i might swap to Cloak of Defiance myself but thats either when currency lets me get a level 5 awakened hextouch or swap amulet anoitment for +1 curse
