I am currently thinking about to craft a belt like that one, but I am not 100% sure about the correct sequence.
We have two main properties we want to get on our belt. CDR and % increased Damage with Hits against Chilled Enemies.
Damage with hits is a prefix vrom redeemer pool, CDR is a suffix from crusader pool.
1. Take the stygian vise iLVL 84+ (CDR T1 requirement)
2. Use redeemer's orb to apply a redeemer's influence
3. Scoure & transmutate to make it magic
4. Alt spam until we get % increased Damage with Hits against Chilled Enemies and, in case there is a second affix, - it is not from redeemer's pool
5. buy a belt with crusader's influence and with CDR T1 (and without other crusader affixes!)
6. Close eyes
7. Use awakener's orb to bring CDR onto our stygian base and pray it will get a good roll
I am not sure about (7). Will awakener's orb work with a normal belt and stygian vise?

Did I forgot something? Is it a correct way?
Yeah, how else would there be double influence Stygians floating around? :) Looks like a good strategy.
Like I've written about earlier there are two possibilities to hit that 69% treshold (assuming 30 CDR helmet enchant):
1. T1 CDR on belt
2. T1-T2 CDR on boots + crafted CDR suffix on belt
So we have some options as to how we get to that 69%.
How important is the Attack Speed on the Wand? Going from a 1.5 to a 1.2 Weapon reduces my ApS from up to 4 down to a max 3.
However I'm not sure whether with the CDR and max ball limits this has any real impact?
More specifically I'm asking over those two wands:

which I currently have. If the atkspd is not that important I'm gonna "keep prefix, multimod, dbl dmg" the +1 wand, otherwise I just wait for a better (imbued) one.

Final DPS will be same after a breef second, the only difference is how fast can you ramp up your APS through the initial attacks > corpse creation > obtaining IAS from corpses > ergo hitting higher APS
WIth lower APS wand, that proccess starts at lower digit, so it takes a "little" longer to hit up same values youll need to match or overpass your CDR threshold
