I think your build is in a very good spot. The only advice I can give you is to use inspiration instead of lightning pen. See the discussion below for details.

If you use inspiratioin, you can probably drop the "channelling skills have -3 to total mana cost" craft and use "adds xx fire damage, adds xx lightning damage". Then I would take the sadist notable on the Megalomaniac since it's 60% increased damage (or 5.5% more damage).
I would save 1 passive point in the arcane swiftness cluster to do this since, as I said before, your block chance is overcapped.

Now, Let's talk about the support gems - lighting pen, increased crit, and inspiration.
Awakened ightning pen gives 35% more damage (39% without wise oak) against standard endgame bosses (Sirus, etc) and 43% more damage (50% without wise oak) against enemies with a capped lightning resist (deep delve bosses with elemental resist mod, etc).
Increased crit chance gives about 50% more damage if you run out of flask charges and enemies are not on consecrated ground (normal & magic monsters). However, it gives only 22% more damage against rare/unique enemies (on consecrated ground). The damage bonus against rare/unique mosters is almost 0% while bottled faith is active. Note that, in most situations, you don't need a high DPS against normal/magic monsters. Therefore, increased crit support is not good.
Inspiration gives 39% more damage and should be the best choice.

I don't like enfeeble that much because:
1) you don't rely on evasion, and you don't take bonus damage from crit anyway
2) enfeeble is not very effective against bosses
3) you are almost immortal if you are hitting something. You are a bit vulnerable to ranged attacks, but enfeeble does not help you to mitigate ranged attacks since you can only curse enemies in close range with this setup (vortex - CoH - enfeeble).

thanks for the final feedback i changed to inspiration and the channeling on my ring and the cluster adjustement and sadist like you said. Now I'm done i think i got about 91M sirus burst dps with vaal righteous fire and flasks ticked on. The 100% delerious bosses melt and the simulacrum feels easier then T16 maps :) thanks for your feedback !

It gave me a good way to build a character for this league, 37/40, first ever lvl98, first deathless a8 sirus.

Hi! Im currently trying out your build. I dont quite have it all completed yet and im experiencing a problem. when i take damage my cast on damage support triggers(as it should) but it stops my channeling and i essentially get stunlocked because it casts wave of conviction, tempest shield and bladeblast. My guess is that this is the problem. other than that i cant figure out why my character would stutter when it takes damage. this gets me killed alot.

if you could help me out i would be very gratefull. thanks!

It's nothing to do with cast when damage taken, as triggered spells don't lock you down. You are just stunned. Since stun threshold is based on your maximum life, ES builds are vulnerable to stuns in general. Get some "xx% chance to avoid being stunned". Sources of this stats are listed at the top of this guide.

First of all, the best aps (attacks per second) on your sceptre depends on your CDR. Because you don't have CDR at the moment, you want a sceptre with around 1.4 aps. But you'll want to use a sceptre with 1.6-1.7 aps once you get 14% CDR from your belt. Thus, the sceptre you are crafting now is just a temporary one and not the final one. In my opinion, you shouldn't spend too much currency on a temporary sceptre.

The "hits can't be evaded" craft costs 3 ex. No matter how you craft your sceptre, it'll always cost more than 3 ex. If you are new to PoE, 3 ex is probably too much.

Instead, I would recommend buying a sceptre or a rune dagger with the "hits can't be evaded" or "vagan veiled" mod and modify it a bit using the harvest crafting.

Make sure to choose a sceptre or rune dagger, NOT claw or dagger.

There are some cheap ones on the market, and you can save 3 ex.
You can use augment or add/remove caster (or lightning) mods on them to put %increased spell (or lightning) damage, add lightning damage to spells, +1 to level of all lightning spell gems, etc. Again, you don't need a perfect roll now because it's just a temporary weapon. Save your currency and seed crafts for future use.

Low life builds are always expensive because the body armour and the shield give very low ES, which means other items you equip should be very good. Your gear doesn't have good ES, which is the biggest problem. I'm not sure about the aura choices, but triple purities give a lot of freedom to your gear choice because you can cap resists very easily. Run triple purities and get good ES gear.

Yes, crafting a good sceptre is difficult even in Harvest. Fracturing T1 crit chance (you can use an essence for this) is probably the easiest way to craft a good (not the best) sceptre. You can then proceed:
1) %increased spell damage essense
2) add/remove lightning until T1 added lightning damage to spells or +1 to lighting spell gems (can use cannot roll attack mods for higher chance to hit one of them)
3) add/remove attack until the attack speed you want
4) hits can't be evaded.

Insted of the step 3, you can multimod attack speed and hits can't be evaded.
