Take ring off, socket another Raise Spectre and get them that way. I don't have a Hungry Loop setup but when I was messing with ranged spectres I would simply remove Spell Echo form the link. As a start change Melee Splash to Melee Physical Damage, and change Empower to Minion Damage (change colour).
