I'm following it as my first summoner in a long long time and I'm having troubles crafting the staff. I'm 2k+ alts in on an Elder base warstaff and I never hit the "+1 to level of socketed gems" with "level 1 Fortify" combo...
Note that I'm on PS4 so I basically can't beastcraft "-suffix +prefix" as there aren't beasts for sale and the lowest ilevel staff I managed to get is ilevel 75 so this doesn't help...
It's just alt spamming and regaling, hoping to hit double prefix ; then I'd still have to gamble on a 33% chance annul if I get it...
Is there anyway to increase my chances or should I just try and roll only one of the 2 prefixes? If so, I guess "+1 to level of socketed gems" is the one to go for but what should I be getting to replace the "Fortify" one?

It is impossible to get both those mods via alt spamming because they are both Prefixes, and a magic item can only have 1 Prefix and 1 Suffix. You will have to chaos spam or try alternative methods.
Just wanted to point out that the pob dps is very inflated, because multistrike bonus damage is taken in account. Putting a 30% more damage for it is unnecessary, and so, you should remove it. Also, war banner is increasing damage taken by 10% instead of 9 (aura effect). Only 37M dps, dude, not 50^^
