Good delve bows still provide more DPS than Darkscorn (e.g even the one I use in PoB) but its not that huge difference as between VP + delve mod bow and Darkscorn, so I guess its just personal preference now.

% increased Attack Speed
60% chance for Poisons inflicted with this Weapon to deal 100% more Damage
+ multimod ?

Hello, so to answer your questions:

1. Ramp up time, withering step applies 6 wither stacks instantly what often means you will start to deal more damage faster, what means more total DPS. Also it synergizes a lot with Plague Bearer (one of things you can do is just turn on plague bearer, then turn on withering step and just run, killing evertyhing around with PB)
2. Despair and Wither totem are only for bosses yeah, buth Blood Rage is very nice for clear and Plague Bearer as well (see my firsst answer)
3. Build is using low level CWDT so we self cast golem because low level stone golem is not very effective
4. Nope, skitterbots movement speed mod is local, and the shock from them applies to all damage, they are used to boost our damage and also to chill stuff, what is nice defensive layer
