Alright so I know we talked in game but here is basically what I was recommending as final setup:

Only level 100 there is updated so only look at level 100 tree, for lower levels just drop Taste of Blood or Finesse or Entropy.

EDIT: Also you have ballista support in your main link, Siege Ballista is ballista by default it do not needs ballista support.

Oh my god that is even dumber than my own hypothesis. It also explains why when I was using a quiver with like 40% proj speed on it that things felt even worse than they already did.

It's nice to know I wasn't crazy at least. When you slampick Scourge Arrow as your only build for like 8 leagues in a row, you get pretty intimate with it!

I'll see if I can scrounge up currency to give the Ward variant a try in the interest of Uber boss killing. Shaper and Maven are what I've gotten done so far, although Maven was a mildly frustrating experience due to how unexpectedly hard her fireballs hit. If only Armor was a viable option for sweet sweet molten shell...

Yea its very annoying. But Siege Ballista for single target is working really well for me so I would recommend trying that.

The ward setup also felt rly nice this league, but yea its very very expensive.

On that note I put links to both SA + Siege Ballista and SA + Siege Ballista Ward setups to main post under path of building section. I tried to clean both pobs a bit but atm I am mostly waiting for PoB update so I can update the guide with the Siege Ballista setup at least (I have pending change to PoB that will add support for skill sets and I want to split starter/endgame skill sets properly before updating the guide).

Thanks, did mine! Although it was a pain to eldritch chaos/exalt reroll with fractured suffix I had on it. Now is time to throw more currency for +4% max res, but at least only this remain to complete craft lol.

Ballistas really feels better. You don't see this spreading of random damage around, and all projectiles concentrated on the boss.

Found a good vanity jewel (299) with 3 chaos dam + withered and 3 chaos dam+ life leech. + good amount of ele/chaos resses and supress on small nodes around.

Btw, a little note to your latest pobs- they should be setted for sirus boss, otherwise high dps confuses

And for the boss config, well I am currently on development PoB with bunch of changes, one of them being the bosses are now renamed to pinnacle bosses/uber bosses so the dropdowns arent matching when you import it to old version of PoB. As soon as new version of PoB will be released it will start working properly.

Also it looks like that my proposed change to PoB for skill sets was merged so that should be in next release as well, and that means I can maybe update the guide properly with different variations of the build in single pob.

Hmm, in long run this is correct, but a bit philosophical. DPS is a rate of decreasing hp and culling strike does nothing for this, but as you said cuts last portion of boss hp pool.

For example in uber fights it will not help one to go through phases faster, it will cut only the last one. And afaik some of bosses regen part of the hp between phases

On ubers its even more valuable than 17% DPS but on average it should be about right. Because both Sirus and Maven are a lot more dangerous in last phase. For exarch/eater it doesnt matter that much those 2 dont change with phases, but you can cull every mini cortex boss pretty sure so here it is even more value. Its least useful on u elder/shaper i guess. But still nice.

Also PoB already supports normal cull mods and accounts for them as 11% more damage (for 10% one) and 25% more for 20% one (from slayer). The cull from ammy is simply unsupported atm (and PoB also has no knowledge of which mod on the ammy is dominant so its also quite hard to add support for it without bunch of other work).
