Assassin HoWA Lightning Strike CoC Arc?

So when I first started this game I played around with cast on crit arc with lightning strike because it looked cool and since then I usually play around with duelists and marauders so I'm not an expert on crit/intelligence characters. Would this build have good viability with HoWA intelligence stacking? Or should I expect something like this to have bad dps?
