So, I reordered things in my build so that Toxic Rain is on the gloves. It means you can only have 3 support gems on Toxic Rain, but in effect it's 4 because of the free Vile Toxins effect. That means you can put an extra gem on Scourge Arrow/Herald because they can go into a 5 or 6 link.

At this point in my progression it makes much more sense, and seems to be working. Otherwise you'd logically use another set of gloves wouldn't you?

Good balance of damage between HOA & TR, dual curse w Temp Chains, maim. Lots of room for gear upgrades.
