How do you counter the Shimms' Degen?

I have all res capped, dual shimms, and Pyromaniac passive, but even tho, with only 3 power charges, I still degen quite a lot, and the Pyro doesn't seem to be working. Also Tinkerskin doesn't do nothing with it.

Also what kind of boots do you recommend? Atziri's Step? Kaom's Roots? Or just stick with a rare ones?

Ok, so in the case that I want to get only one Shimms, what should it be my off-hand? A shield (so I can get Shield Charge + Fortify) or another wand?
