Started building this, have my two pens, but as soon as I started lightning warping around I found the play style too fast for my liking (I'm 52 years old). Can I just run around normally and have pen #2 with the boss ball lightning setup in it?

If I did that would I also simply trade flame dash out for lightning warp for my gap crossing movement? I could then use it when I wanted on a right-click, without it auto-casting.

Will this hurt my DPS too much for clearing and bossing?

It would actually improve your DPS - and you can certainly play like that. :) It would just be slower - and the dps increase is mostly not needed for mapping.

But in principle this is very very much viable.

Does the boot enchant "adds 1 to 160 lightning damage if you haven't hit recently" have 100% uptime since kills are from pen only or does it proc all the time?

No, not with arc, bl and lw since they don't "attack".

Going from the Wiki, which may not be updated with the current enchants, I believe the 1-160 lightning damage is for if you haven't killed recently, not hit or been hit. I, and the Wiki, may be wrong though. That could be OK for bosses so it's a relevant enchant, just not optimal.
