is this build literally dead in 3.1?

I know it's now 3.2 and Im not sure how well following this will go, but Im going to give it a shot for my first endgame build. Ive never gotten past act 5.

One question: Why do you get crit chance passives but then put controlled destruction on ED and contagion at level 25 in the guide? Im level 24 and am now looking at this aspect of the build. Does it help somehow later?

So far its really fun and working, but then again, Ive never actually played past Act 5, let alone maps. So I hope it still works that far out.
