Looking to play this build for Bestiary League it looks really fun that said I have a question.

I am quite confused when it comes to resistances in the build/wise oak flask do I not have to get at least 75% resist to all elements from gear because having wise oak flask active provides so much elemental resists(will I have the flask up 100%?). Just some clarification on resistance/wise oak would be greatly appreciated since I've never played a build utilizing Wise Oak.

I am not sure that I've understood your question correctly, but you will end up undercapped pre flasks. This is something to get used to - but fairly manageable with pathfinder (2x+ flask uses, long flask duration, perma uptime while mapping). Probably THE reason for pathfinder as the ascendacy of the choice in this thread (with other ascendacies you would need to change the setup a bit for better reliability).

I'm thinking about doing that build as a league starter in Bestiary league. The problem is that it's hard to afford Dying Sun at the start of the league, especially for someone who don't really have time for grinding 24/7. Dying Sun is needed to do the trick with Wise Oak. What if I can't use Wise Oak that way? Is there any alternative option for this?

Like... what is the best way to use Wise Oak without balancing resistances and using Dying Sun?

I'm not a fan of playing with uncapped res (even if I know that I'll have max res post-flasks). Despite that, I want to try it but balancing Wise Oak seems not easy to achieve even in end-game.

Read through the reviews and in the thread for leveling advice. Lots of people did the build as a budget raider, then went pathfinder later. Also some people use atziri flask for easy big damage without balances wise oak.

I've read the whole post but somehow I missed the review where someone killed shaper with budget gear and unbalanced wise oak. I'm not a huge fan of changing ascendancies or playstyle afer leveling or in end-game anyway, so I'll definitely pick Pathfinder. Thanks for the answer!
what about the current doomfletch crit at 5%? it seems a huge 3.1 nerf w.r.t old doomfletch; looking at how many things this build could get /has to get to shine - flat phys, improved phys, elemental penetration, WED, and chaos extra damage, crit chance and crit mult - I wonder if it is the case to drop out crit at all in this build, especially as with 5% base crit it is so hard to reach good crit chance.

For me that changes effective crit from 55 (new) to ~65 (old). But in general still seems better than other bows. Tested here: https://pastebin.com/vijW0wqd (contains both old and new bows).
hatred crit watchers eye brings the crit basically back up to where it used to be. just get one as cheap as you can as early as you can imo. other mod doesn't matter, crit is priority.
