You can't freeze though, regardless of any sources of % to freeze. Touch could give you 100% chance to freeze and it still wouldn't proc Herald of ice effect, because ele focus stops it.

For what it's worth, I just ran through two full maps using elemental focus with a single Touch of Anguish and did not see a single shatter. I know that's anecdotal but I feel like I would have seen at least one shatter somewhere along the way if the ToA freeze was actually working with ele focus on FB.

The build is still more than fine without ele focus anyways.

How would putting a point in acrobatics be?

Killed my first Guardian with Frost Blades Raider this league on Sunday. Still good build. It's unfortunate that we lost a Frenzy Charge due to the bandit rework though. Each frenzy is roughly about 8% DPS so this build got nerfed in that way but the Added Cold Support and Ice Bite Support changes probably equal it out.

I currently run Frost Blades - Weapon Ele - Multistrike - Added Cold - Ice Bite - Cold Pen.

I would switch Cold Pen to Ele Focus for Shaper.

I know it's hard for people to be able to afford Touch of Anguish right now in the league. I recommend using the new "The Wasp Nest" claw that is very cheap. I currently use one ToA and one Wasp. I think ultimately it is optimal to only use one Touch of Anguish because you only really want it for the chain and its DPS is low. Ideally you get a 350+ DPS rare claw with crit.

I will chime in on the Elemental Focus discussion as well and say that I do not recommend Ele Focus for mapping. You will not freeze with it equipped. It literally says on it that you can't inflict status ailments with it on. Freeze is a status ailment. Elemental Focus is for higher DPS on bosses like guardians and Shaper because you can't freeze them.
