This is global critical strike chance which applies to both spells and attacks :)

Attack speed on weapon is multiplier for your shield charge speed.

Would Voidbringer, Conjurer Gloves be a good substitute until I can craft using Horror Essence? Or do you have another alternative substitute?

Yes you can use them but in that case life and mana leech on boots become even more important.
