The Harbinger Mask isn't Best in Slot Anyway's :D

The Harbinger Mask is for sure the best on slot for pure Mapping, giving you a free 6L on KB, free Frenzy Charge generation which makes mapping even faster.

Also the new Yriel's Fostering in Rhoa variant is BiS for Boss Farming, up to 15% Attack Speed and 60% inc Crit for Proj is greater then some Movement Speed from Evasion and a bit of Resist which is easily capped on other Slots anyway.

But calc it yourself on Path of Building.

This build is using Blood Rage either way, because it give's attack speed.
Also 3 Frenzy charge's are not changing the Build.

And again and again, since when do we need a 6l Kinetic Blast? Jesus, i kill t16 trash in a 3l.

So debating if the Tempest Binding is good or not, is just killing time.

Rat's Nest is giving you 10% Movement Speed, with enough Damage on our Hand's ( and we do have that) the next step in increasing the effective Clear Speed (running from pack to pack) is more useful than that "6L".

Or you want 2 6l for one Build? That's an expensive alternative/ nonreliable swap for bossing.

Tempest Binding mast is the prime definition of HYPE HYPE and MORE HYPE!!!

Just use a Rat's Nest and enjoy ALL the perks of the item instead of just a Pseudo "6L"
