-Cannot reserve mana, life, or energy shield
-Lose 1% life, mana, and energy shield when you use a skill.

I like your first idea better than the second. Wouldn't spending ES to cast skill forever stop natural ES regen from kicking in?

If you roll -3 power charges and don't get any extra charges, you're at 0 (always max) so your CI is always 2 life, which means you can run RF.

Can't reserve life because reserving life on CI would be OP. Can only do damage over time because CI + RF + BV and other bullshit builds would be retarded.

If you decide to sustain power charges, then you can take significantly less damage from RF with the degen mod. And you can roll -1 power charge instead.

You would basically be a normal RF character but with 20K ES instead.

And you could even use essence drain or other degens as secondary skills.

Just think of all the regen you can get right now with either talismans or the new % regen base amulets. Beast fur shawl. That legacy 4% regen ring, boot enchant, 4% from that flask that leaves the regen ground, etc.

It would make for a pretty damn powerful RF.
