He does because of a loophole between the Harvest and The Writhing Jar who spam adds.

See the harvest give flask charges on crit (basicaly it give legacy surgeon to any flasks including diamond), and he constantly crit on those adds because on top of The Writhing Jar, he spam a diamond flask and Doedre's Elixir who give him charges and activate his cwdt/blade vortex (who recharge his flasks criting the adds) and his cwdt/discharge. The Writhing Jar heal instantly so he never run out of life and he may use another one on top of it with some movespeed bonus. With blade vortex insane proc rate and the 100% uptime diamond, his flasks are full all the time.
