If sommmmmmeone has a 3prefix dmg base already complete with perfect crit chance suffix already on it, I doubt that person would need 7k ex to finish it, wouldn't you agree? :)

well, yeah, but we need essence T0 rolls, right? for a perfect wand so nobody else would dare to craft anything which can be a rival to such wand.

collecting all these essences, hoping for exact T0 + T1 to appear takes time and eats resources. needless to say, 3rd prefix T1 gonna be crafted with eternals, some of the rest of the suffixes too.

For the reflect matter im explaining how to handle it on the build guide even u can spec out dmg n take more ES+ im able to run t16 ele reflect map but thats only derailling the subject n its a pointless arguement.
