Well you could but doomfletch's prism, the fated version, is a bit more expensive than the regular one and I expect a raise in price with the coming nerf of fate prophecy spawn and people theorycrafting pretty strong build with it.

So you can't buy a bunch of Doomfletch, vaal them until you get +1 arrow and upgrade them later. You have to vaal the fated (upgraded) version.
