the formula for calculating this kinda stuff is: (base stat + flat affix stat)*(1+(% affix stat + %quality of item)

this means that if the base stat goes up by X, the total stat will go up by X*(1+(% affix stat + %quality of item).

In this case the multiplier is 2,4. I do however not know what the new base evasion on those gloves is gonna be. but to reach 98 extra evasion the base would need to go from 191 to 232.

so 220 means 29 *2,4 more evasion = 69,6 and the value of the gloves is 650,4 as of right now so they'll be a nice round 720 evasion, not even dependant on possible not rounding up issues.
