idk, it's funny how this is voided but not exiles or torment...

I don't think it is because of the item drops, but because the created character is programmed to always have an implicit headhunter mod. It would be time consuming, and likely a bit complicated, to remove it from all race characters as they enter back into the permanent leagues.

However I am not a programmer, so I might be wrong. Either way the reason has not been stated from a member of GGG.
