there is also projectile weakness and uniques for piercing. so yeah... 200% and up piercing chance. a unique turns it into projectile damage (which works on bows, spells, wands, and projectile parts of "melee" attacks).

This gem is the only real reason spark (note: I am ignoring chaos conversion, that is a separate issue) is so strong right now.
