Fortify

is it working as intended, for Fortify to be generating hardly any stacks against ultimatum enemies? It feels really strange, getting max stacks against Pinnacle bosses but not being able to get more than six or seven against Ultimatum's trash mobs

Make the skill gem descriptions accurate as to how they actually work.

No where in the description does it say there is a threshold of damage that has to be dealt to generate a stack.

The way the gem description is written: you hit an enemy you generate a stack

The way the gem works: some ridiculous background calculation that you can't make sense of

I decided I wanted to run cyclone as a defensive attack skill, supporting it with infused channeling, rage, and fortify. Well guess what? Generates no rage and no fortification, even with Resolute Technique.

Sitting there spinning away going "wtf?" until I decide to go search the internet for why the gems aren't working as described.

If you can't explain how the mechanic actually works on a tooltip, the mechanic is stupid.
